Mr. Oland is an Accumyn Managing Consultant directing its management systems functions that include quality, safety, environmental, and risk management. He is the founder and Limited Partner of Oland Interests, L.P. with over 45 years of experience in design, engineering, quality and management with multi-national Fortune 500® engineering, construction, manufacturing, oil and gas producing companies, and government agencies. He has over 30 years of continuous experience directly related to Quality Assurance/Quality Control (QA/QC) in domestic nuclear power and fuel processing facilities, as well as domestic and international experience for major complex projects requiring comprehensive quality management systems. Mr. Oland’s has extensive experience developing, managing, implementing, and initiating improvement initiatives based on oversight and assessments of organizations’ quality management systems, particularly the competency of personnel assigned responsibility for implementation, their performance, and the effectiveness of results.
Mr. Oland’s career in quality management systems began at Stone & Webster Engineering Corporation’s (SWEC’s) Engineering Assurance Division, headquartered in Boston, where he was assigned oversight of several nuclear and non-nuclear projects, as well as the development of corporate quality standards, procedures, and training. After being assigned as the first QA Manager in SWEC’s Houston office, Mr. Oland was responsible for the implementation of the Process Division’s quality management system in Baton Rouge, Houston, London, and Toronto. Mr. Oland led the development of the Stone & Webster – Houston quality management system reengineering its project management, engineering, procurement, and construction procedures, which resulted in Stone & Webster being the first, major U.S.-owned engineering firm to be certified to ISO 9001. As Projects QA Director/Manager, he was the principal QA/QC representative having overall responsibility for the effective performance of activities affecting quality on multiple enterprises.
After electing to accept early retirement in 2003, Mr. Oland began providing quality management consulting services to ExxonMobil Development Company, The Shaw Group, the U.S. Army (under contract with Science Applications International Corporation), Technip U.S.A., El Paso Exploration & Production Company, GL Noble Denton and Westlake Chemical Corporation. Mr. Oland’s engagements included: assessing contractors’ qualifications, proposals, and quality management systems; reviewing contracts for QA/QC requirements; reviewing contract documents to ensure consistency and compatibility with quality requirements; participating in contract review meetings with prospective contractors; conducting performance-based quality assessments; providing project management consultant (PMC) services for a project to be constructed in Abu Dhabi; and services in connection with the litigation of a pipeline project constructed in West Africa.
Mr. Oland has been a member of the American Society for Quality (ASQ) since 1981 and its Audit Division, Chemical Process Industries Division, Design & Construction Division, and Quality Management Division. He is a Lead Assessor of Quality Systems and has been certified as an ASQ Quality Auditor and Lead Auditor pursuant to ASQ/ANSI/ISO 19011:2011.
