An Indiana Utility Regulatory Commission’s December 27, 2012 Order reduced ratepayer liability for construction cost overruns by almost $900 million in favor of litigation by industrial rate payers and Accumyn’s client, the Indiana Office of Utility Consumer Counselor. Scott Bayley and Robert James, assisted by Accumyn’s team of engineers, accountants, and economists, provided expert testimony on the engineering and construction management of a 630 megawatt Integrated Gasification Combined Cycle (IGCC) power plant under construction by Duke Energy Indiana at Edwardsport, Indiana. Bayley and James evaluated the Project’s FEED study; delivery method; contracting approach; project controls program; grey water disposal process; and questions of budget manipulation.

As founder of Accumyn Consulting — which provides forensic financial services, valuation opinions, economic analysis and other related services — Bayley has seen his share of companies in financial distress.
